They are attempting to introduce two new “fundamental units” in the language of quantum–holographic physics:

Noir (N°): the “unit of dark matter.” It’s as if they say: this amount of Noir alters the flow of spacetime just enough to create a tiny, but measurable, shift in time dilation. In other words, it quantifies the effect of dark matter.

HoloQuanta (Hq): the “unit of holographic quantum resonance.” This represents the smallest vibrating “pixel” of the universe’s hologram — a single perceivable, measurable vibration appearing at the level of space–time–energy.
Together:

Noir = how dark matter nudges the flow of time.

HoloQuanta = the smallest vibrating “block” of the fabric of reality.
To put it very simply: it’s like a new “family of measurement units” designed to operate for the quantum–holographic world, instead of the traditional SI system.
